If you mix the baking soda and vinegar, you will be left with a dilute sodium acetate solution. There is no baking soda left to do whatever you think it's doing. You can't simultaneously raise and lower the pH of a solution. Instead, what is probably happening is that the amount of acid is overwhelming the baking soda, leaving you with a slightly acidic solution that is partially denaturing the proteins on the surface of the meat, plus the salts (sodium chloride and now sodium acetate) acting as a brine. Given the relatively small amount of acid to the water and the reaction with the baking soda, I'd say the salt and water are doing most of the work here, but I'd have to compare a bunch of variations to be sure, including plain water and a non-soaked control.

Thank you very much for your observation! I normally use the salt and vinegar to clean the meat to remove the myoglobin whenever I make meat. A simple process my mom taught me to do, I just thought to add it to what I’ve experimented with the other ingredients. It seems to work to clean and tenderize it at the same time, so I kept the procedure as is. I make this recipe 2-3 times a month and it has been consistent with results.

@@KetoAsianFlavours In the end, the results are the only thing that really matters! I'm just a bit of a food science nerd, so I'm curious about what is actually happening. Frankly, getting tender short ribs with fast, hot cooking has always seemed like wizardry, as the full short ribs are always cooked for a long time to become tender. I'm sure the flanken cut helps, but it's still culinary magic.
