Savchenko is a dirty player, his intent in moving that one piece in the end from one place to the other was to throw Nakamura off, but he called out Carlsen for it when he made an honest mistake, which cost him the game

Evan Samson Carlsen let off the piece and tried to move it again, which is against the rules. In this game Savchenko didn't let off the piece so it was perfectly fine. Every player sometimes begins to move a piece to one square and whilst doing so realises that there's a better square and adjusts the moving like here in this game. It's likely nothing more than that.
