It is sadly a viable tactic, and the Republican Party has used it (twice) to effectively do just that, shut down the government for a period because they did not get what they wanted. It honestly should be made illegal to do so, because it is essentially people saying that they will refuse to do the jobs that they were chosen by the people to do and are being paid to do, simply because other people disagree with them. In most any other job, doing that will plain and simple get you fired. But with our government, it is still legal and viable because those in power do not wish to outlaw it, because they can perhaps use it someday to their own advantage. :(
