The Chief of the Philippine Navy spent a few days in France in March to meet with his French counterpart and other officials from the Marine Nationale and shipbuilder Naval Group, regarding the procurement of submarines and the creation of a new submarine force.

It is very unlikely to sign the contract for the submarines this year since the Philippines is still struggling on how to recover from the COVID-19 pandemic.

@@paulsteaven Well who knows? 💁‍♂ the France is willing to provide funding for this and the Philippines will only need a downpayment for it. Next year will be an election year in the Philippines and I think the president is eager to make a legacy for the whole AFP.

@@ron5421 Both South Korea and Australia had offered also softloans for the corvette and OPVs projects of PN to be constructed at their countries respectively, and yet the Philippines has failed to provide the 15% down-payment that is required before the pandemic took toll on the Philippine economy. I agree that they will do their best on 2021 before President Duterte steps down to have a contract signing but we need to be wary of "midnight deals" that might occur.

PH navy submarine force was only originally planned to acquire starting 2023-2027 (3rd modernization phase) but Duterte admin frontloaded it from 2018-2022 (2nd modernization phase). Right choice since it's far long overdue, PH should've acquired them on early 2010s or even late 2000s

Assuming this moves forward it will take 7 years minimum before the first sub is delivered to the Philippine Navy during that infrastructure such as dry dock and training facility will need to be build with potential crews to be trained and qualified.

The dry dock in subic naval base has been the dry dock of us navy and Philippine navy for decades, it was turned into hanjin bulk carrier factory! It is modernize by South Korea but hanjin went bankrupt and since then was taken over by Philippine navy! Philippines has the capacity to build this submarines in their country, and the French will turn in a soft loan of 200 million euros just to get the project started! The total cost of the program is 75 billion pesos roughly 2.8 billion euros! This project is a fine deal! The funding will come from private corporate loans, that in return the government will give them tax insensitives for the next 5 years! This scorpene class is the newest version of the scorpene..

This is so exciting! The remaining parts of this Series would be interesting as well. Officially Philippines wanted to have 8 Submarines by 2028. I hope they will include the Transfer of Technology, so that they surely can have the edge over the counterpart of the project namely DSME of South Korea which offers their Chang-Bogo Class Submarines with Transfer of Technology.

For the Philippines submarines are realistically the only Naval platform capable of threatening the Chinese if it came down to hostilities. The frigates they bought from South Korea are good ships, but 2 ships against the Chinese fleet is suicide, especially since they are essentially budget frigates and they are lacking air cover from the Air Force. Before someone gets annoyed look at their capabilities and weapon fit out compared to the Fremm or the Spanish F100 class frigate's. A small fleet of 6-8 submarines dispersed properly and with a well trained crew could give the Chinese a serious headache. It only takes one torpedo to cripple or sink a carrier and knock it's battle group including aircraft out of the fight. This is not a criticism either, the Philippines navy can only use the equipment the government furnishes them with, which up to now has been token purchases of gear which is of no real use in the number acquired, especially when your potential for has the largest fleet in the Asia pacific.

By 2025, at least we'll have the minimum credibility on our Navy's Maritime Defense. 4 More Frigates are already being hardly pushed by the Government to achieve, 11 more Corvettes are also considered as Key-Project with pressure on the DND to finalize the project, the Submarines; in (Horizon 2) 2 Submarines are planned and can probably increase the number depends on the budget but that is the initial and by 2028 (Horizon 3 end) we surely expect 6-10 Submarines in total Some sources i got, the Navy is also planning to buy an Amphibious Assault Ships (like Canberra Class, Mistral Class) The truly headache for the Tensions in South China Sea would be the BrahMos Anti-Ship Missile (AKA Aircraft Carrier Destroyer), in line already by mid-2021 the Contract is seen to be signed G2G. Last January and March, the BrahMos Top Official Visits in the Philippines and had a meeting with the Military, in March the Indian Ambassador had signed an Agreement for Defense Export to the Philippines.

It's all about training and maintenance, the Indonesian submarine that sunk was from the 70's if i'm not mistaken, and from what I've heard it was kinda overcrowded. It looks like there is something shady with that case I mean look at the Netherlands, tiny country, they're operating four submarines (Walrus class, built in 1990)and from what i know... we don't hear much troubles from them, and I'm sure there is plenty other examples
