He was destined to, but he always had the choice whether or not to. As was mentioned in The Matrix Reloaded by the Merovingian, there have been multiple "ones" before Neo. We can be destined to do anything, but are given the choice whether to fulfill that destiny. He was always in control.

In high end philosophy among the non-religious it's mostly agreed that free will doesn't exist or some redefined version of free will exists that the average person wouldn't agree is free will. They're called compatabilists.

I see the whole movie as a battle between the soul and the ego. It´s about awakening to who you really are. The free will of the human ego is an illusion as it is under the soul´s free will which is predetermined. When Neo chose Trinity it wasn´t free will (although it looks like it to the human mind), they represent what twin flames are. Twin flames are one energetically, they are mirror souls. So he saved humanity by choosing himself actually
