The **only** way to approach people with this intention in public and not be creepy is that you do it for the sake of spicing things up and trying things with the most random type of person you can possibly get. But when you do it because you like the way someone "looks"... It's just so fkn creepy. And especially when you're trying to do that on women or people perceived as women by the society, since like, it's a rather common experience to them to have this kind of thing end rather poorly for them. Or at least hear about such things happening to others. And, well, the social norm about the major part of attraction having to come from the appearance is also stronger for those people, so they wouldn't really like someone compliment their appearance when there's no context for that.
