The sad reality is that most websites have a tiny little disclaimer somewhere like "you must be at least 13 to use this website" or something like that. However, with this disclaimer, the websites can allow any content that would be appropriate for a teenager (or an adult if they state it's 18+), and when confronted with the reality that kids can still easily access it, they can hide behind their disclaimer.

I was a part of the website management department for a very niche type of adult content and you would be surprised at the amount of men who are frightened away by full nudity. Coming from a previous streamer of this nature myself: The reason for this kind of content is due to a mix of both the audience being teased, as well as the creator creating a parasocial relationship with the audience. It immerses the audience into a day into someone's life and once you've watched it for a while, your subconscious starts to associate things with the creator that the talk about or do that isn't just sexual, but rather ✨intimate.✨ It's an immersion tactic that makes the audience feel included in the content, and when the creator eventually wins the audience members over, once they pay, they pretty much become dedicated to the creator as a loyal fan if the content fulfills their needs. To the point where the audience members will see the creator as a friend rather than a stranger through conversation, creating a parasocial relationship. However, the main downside of this tactic is that those loyal audience members could potentially become frustrated by the teasing, making them feel entitled or like a 'white knight' trope essentially, and ask/demand for free content for no real reason other than their own selfishness and sometimes out of possessiveness (depending on the person watching). It's not fair, but it is what it is, and it has been like this for the majority of history in the SW industry. This tactic is a difficult dance, as it requires a lot of finesse and charisma from the creator to maintain the delicate balance between teasing and satisfying; in both a way that is friendly yet intimate at the same time, all while also avoiding getting banned off of non-cam or non-NSFW websites. I apologize that this is so long-winded, thought I'd give my two cents as both someone who has worked in the industry for around 3+ years and genuinely enjoys researching psychological marketing tactics. The reason they do this is so they can advertise to children. Kids often don't have an OF account or similar, so it's not a destination. But anybody can get on KZbin, Twitch, Kick, etc. Maybe incidental nudity on a KZbin video motivates a child to find a way to get that OF account, or maybe they'll just remember the streamer for when they turn 18 in a few weeks. But it's all about advertising to a forbidden audience.

i think the reason a lot of people watch this is for the “risky” factor of it. sure, they could go watch that girl naked on a different website but i think for them it’s more enticing to watch this girl almost be naked on a website with “supposed” nudity rules. the creepy “watching” factor also goes into that since some people might feel like they’re seeing something they shouldn’t see. i also remember watching someone talk about this, Rob’s Media I think? who said that doing this on a site like twitch also brings in a lot of younger viewers who maybe either don’t know about porn sites or can’t access them due to parental restrictions. but twitch is seen as just a streamer minecraft website so it goes under the radar. which also leads to reaching a lot more people and potentially getting more subs/donations/etc. fed back to her.

For the streamer, it's clear it's a sales funnel. For the viewer, I can only imagine there are two demos of people that would watch it. To answer your question August. To my knowledge some people would watch people almost get naked but not be naked on such platforms for: 1. ( the worst scenario) depending on how platforms like Parti are set up. It could be they are underage, so they can't obviously go to only fans ( and assuming *cough* from research they aren't smart enough to use a VPN they can't go to cam sites). I am in Texas and to "protect the minors" they have enacted a good chunk of adult sites *cough* again for research, to make people have verified accounts which need either those invasive face pictures to estimate your age or ID. Though if you "arent" located in Texas then those rules don't apply lol. 2. ( hopeful scenario) it is adults and from what I was told from a friend once. The tease is sometimes more enticing then the actual goods ( like imagining how much fun you might have at a party only to actually be bored at the party lol). Need to look at Parti, but I would imagine they are probably getting funding like Kick which would be through shady deals from Crypto casinos. I can't see any advertisers in their right mind to want their brand to be associated with Jack Doherty or Crypto. Like you I don't care too much what these streamers do in their own homes, but I do have issue when they parade around practically naked ( softcore) on sites that are also an audience to kids. Like you stated, at that point why not just be on a cam site.
