When belichek did it, it wasnt to win, it was to expose the loophole (that he had asked the nfl to fix beforehand) on live tv so the nfl would be forced to change the rule. Hes laughing in the clip not because he thinks he outfoxed the other team (he already beat them handily) but because he thought he had forced the nfl to fix the loophole. Sadly, The nfl ignored him until after the titans used it to beat the patriots in a clutch moment during an important game. At that point, the publicity was embarrassing for the nfl and they were forced into action to avoid codifying a boring-to-watch and underhanded tactic, plus they got to pee a little higher than belichek, which was probably the mission all along.

It's an unsportsmanlike conduct, I do believe. For flopping. And I think the refs should call it more. With kickers it's a little different because the rules are put in place to prevent them from legit getting hit in a way where their legs get completely destroyed, but in general...this isn't soccer.
