They don't have their special powers due to external influence, their powers are inborn. People who were born normal, without powers, and their DNA was changed later in life due to outside circumstances aren't labeled as mutants (like Spiderman, Captain America, the Fantastic Four), although technically they are (since their DNA did mutate, regardless if due to spider bite, supersoldier serum or cosmic radiation). By this definition Monica in WandaVision cannot be considered a mutant (and neither can anyone else who would be altered the same way as her) but Wanda's sons could.

That horrific event is the main reason Wanda is no. 1 on the X-Men's list of most dangerous mutants. They still haven't forgotten about what she did back then and they still haven't forgiven her for wiping out 98% of mutants' powers just by saying those 3 ominous words: NO MORE MUTANTS. Even though the mutant population has risen again these past few years, what Wanda did in that time will always haunt us all.
