From 1:38, is this an elevated line surrounded by a tube to limit noise and vibrations? If so that's an excellent solution.

Yes - though there are cost drawbacks, you can also argue that there may be visual drawbacks as well. My take is that Sapporo is one of the snowiest cities in Japan and that they probably wanted to avoid power collection issues altogether
