Like this character has all of this to be able to do his profession, all the structural and energy problems he probably had to consider when designing this vault, and yet when it comes to the tools he has at his disposal for the career he's invested so much into the bureaucratic phase of, he has like 50$ worth of stuff that a 19 year old college student would also have.

Arsenic, according to the internet, normally takes 1-4 days to kill its victim, even in high doses, and its symptoms are not subtle at all..... I dont understand why a professional hitman would suggest using it since their victim would be vomiting and crapping profusely for 1-4 days, and would probably just go to the hospital right?
