Generally when there's no dead short and the 19v is going through and there's an IC heating up, that IC is most of the time an all-in-one linear regulator and buck converter, which always provides 3.3v and 5v when the board has power. What I've seen happen multiple times is the superIO chip shorting out, which is connected to the 3.3v output of this regulator, causing the regulator to heat up crazy but because it's limited only to something like 150-200mA, not a dead short. No idea about this laptop but that IC that you couldn't find for sale is probably for monitoring the system voltage and I'd bet its connected to the superIO. And given that it blew up I'd be willing to bet as well that it took out the superIO with it, and the superIO is now shorted and causing the linear regulator IC to heat up. No idea what the superio of these newer ASUS laptops looks like, or if they're even available. MSI ones are cakewalk. Just gotta program them but can purchase them programmed if you don't want to learn to do so.
