It is Dracula. It's an remake of an old german silent movie. The director couldn't get the rights to turn the book into a movie, so he shoot the movie just changed the names.

It’s because the common plot events are that the girl appears to be proper seduced by Nosfetatu (Meyer Link) and her standing in an open window expecting him is like the first scene in _Vampire Hunter D: Bloodlust_
