Nah that's BS, tai lung wanted the title and acknowledgement than the power. The power was an afterthought to him, he wanted to prove that the years he spent for training for the position was validated and the most important to fill his father with pride for him achieving that goal. If he was given the scroll, he would try and figure it out, not go on a rampage. Since he was only after the position initially and not the power.

Keep in mind Oogway is the master of the Jade Palace. Shifu is his personal student and Tai Lung is his disciple's student AND a student of his own academy. There is no way Oogway would not have known what was happening under his own nose. He would have known HOW Shifu was training Tai Lung and would/did recognize the mistakes being made. Oogway was a BIG FAILURE as a teacher and master to his student Shifu and all the other students of his Jade Palace. His failures actually led to the creation of Tai Lung when he had more than enough 'wisdom' to avoid them.
