I've actually never heard of homeowners association fees. I assume it is something that applies to gated communities, housing developments, and such. Maybe a SoCal thing? Not a NY thing....., that I know of. Here homeowners pay Property Tax, based on its value, and school tax, also based on the value of your home. Renters don't have these the landlord does, but I'm sure it is factored into ones rent. Although NYC residential high rises probably have a tenants committee, where the richest snobbiest lay down non acceptable behavior for everyone and deal with "unpleasant situations". And I'm sure they somehow get all the tenants to contribute some kind of " dues" they profit from. I don't really knkw, I'm certainly not part of the upper west side elite....LOL, but I did watch "Bonfire of the Vanities". Great movie BTW. I highly recommend it. ✌😎
