I believe Belos must know, that guy is always a step ahead. I think he either has a good reason not to intervene to punish the traitor (like it would be too impractical to find replacement for I dare say maybe even half of the coven leaders) or they are merely too ''inconsequential in the grand scheme of things'' for Belos to care about a couple of traitors. I also think that is because he can control them, not just the coven leaders but everyone who's joined a coven via the coven sign tattoo thingy which we saw to have imprisoned Raine. Belos to me embodies everything a great villain should be, btw.
