It's not also a payoff, the video essayist missed that that was the entire point of mentioning her, same reason the mutant who tried to kill the president earlier in the film (nightcrawler) is sitting behind Xavier doing nothing.

I think the little girl in question is a reference to one of the politicians speech (right before the first Xavier Magneto talk) from the begining of the first movie when a guy (maybe Trask? Can't remember) tells about a little girl who can walks into a bank vault in Illinois. Kurt laughs because it was him, Xavier wouldn't send kitty into danger at that age, but the line works in both contexs.

One overlooked aspect of Dark Phoenix (well, the whole movie was overlooked) is how much of a jerk and an idiot Charles was for the first time in the franchise. In that timeline, Charles had a direct phone line with the President, and was pretty much his lapdog, while in this timeline, we see Charles telling the President, in a very polite way, "dont fuck with us". A shame we didnt go to see more of a flawed Charles, because in the comics he was shown in that light several times, while in the movies he was always shown as the perfect mentor, with the exception of Dark Phoenix (in DOFP, he eventually came to his senses and by the end of the movie he "saved the day"...in Dark Phoenix, he doesnt manage to save Jean, his school, his reputation, or anything, that is why he quits and leaves the school in Hank's hands).

I can only describe this as Xavier’s ultimate flex. Just appearing in the Oval Office with the full team, freezing the camera crew, making it a storm for some cool lighting, and even showing up with Nightcrawler, the guy that that just last week tried to kill the President. And nearly succeeded. I know he was under mind control, but still.

Because he was talking about Trask talking about someone like Kitty going through walls in the first movie. Professor was joking in 2 ways because Kitty is his student and it's actually Nightcrawler who stole the files not Kitty that's why Nightcrawler was laughing and also Kitty was to young and Professor X wasn't gonna put her in danger.

That and entering the president's head could have been seen as in invasion by the president and all the more reason to view mutants as a threat. This scene was the right way for Xavier to do it.

As much as I like the cast, X2 as an adaptation of God Loves Man Kills is kinda weak... The whole religious philosophy would've worked really well with Nightcrawler's arc... But that is taken away... It would have added a different perspective to X-Men which would have been interesting... Still a great film tho!
