It would create too much of a dissonance. Because the more realistic the graphics are, the more realistic and detailed you have to make the animations. That's why most modern games control like shit and aren't snappy. Because too many in-between animations, easing and calculations like that weird shuffly walk they do when you yank the joystick around to prevent it from looking goofy and robotic. And many more things of that sort. Plus these graphics are fun anyway.

You could use the same models and such though. If you're fine with it looking crappy though perhaps for comedic effect, it's perfectly fine to do so. I can see it being fun.

I can't tell if they overlaid the radio songs themselves or if that's actually in game. I know San Andreas lost most of the copyright permissions for the music. I wouldn't be surprised if Vice City did too and RS just decided to put in shitty midi versions as a gag. Either way it's great and really cracks my corn.
