One has to wonder why she has dialogue for a quest she can't normally be involved in. This must be a remnant of the older plans for the story, probably connected to the cut ending with Miraak being controlled to help you fight Hermaeus Mora.

Well yes, but you get her as a follower way later in the questline, he used commands to get her opinion high enough to have as a follower before he was supposed to. (During this part of the questline, her relation with you isn't high enough, hence the console was used.) It would seem that she would originally tag along in this quest, but some rewriting were made.

She could be Serana version of the Dragonborn dlc if only she had more dialog option, prettier, hornier, forget her village, and willing to be one of Dovahkiin's waifus/slaves.
