HOV Lanes are a joke. There are too many deficient drivers incapable, or unwilling, to drive at the appropriate speed the flow of traffic is moving at. Combined with these drivers clogging up passing lanes, it's not a surprise some individual people use the usually empty HOV lane. It's empty because the majority live in suburban sprawl.

I always laugh at the crazy stuff people come up with to try to get around laws especially the illegal use of HOV lanes. Fines won't deter people, losing points is huge.

They failed to mention how the jacket obstructed the drivers view. This is an example of unsafe driving.

I don't advocate people breaking the law but the jackets were also a rather ineffective way to try to cover up the lack of a passenger.

To correct some the comments people are making,in Canada and pretty sure all of the ten provinces and three territories on our driving system the license operator of a motorized vehicle does NOT subtract points on infractions ,you ADD points to your license. Now that infractions on the HOV lane will cost her more money and be red flag by her insurance company when her policy come to renewal on the next following calendar year. Guarantee she will have a price hike or a cancellation due to her age of being under 25.

During peak times (eg. 3pm - 6pm) these lanes should be OPEN TO EVERYONE!! For the small percentage that use them (anywhere between 11 - 14%) I could not care less if any single drivers uses these lanes during rush hours! It alleviates the congestion in all of the other lanes and helps to keep traffic flowing. And who thinks the effects of gas emissions coming from 4 lanes of cars all idling can be a good thing?? That was the purpose of these lanes; to lower emissions!?? However, I wasn't naive enough to buy into that!

As someone who never abuses the HOV lane but see ppl who do daily there's nothing that gets me more fired up than me sitting in traffic obeying the law and here comes the moron with nobody sharing their car. What makes them so special?!? Makes me crazy.
