Depending on the year, it’s either done with a scan tool By a licensed clean truck check shop or for pre-DEF diesel pushers, it requires an annual opacity test of the exhaust. Average cost is $150-$200 dollars on top of your registration fees and another $30 Clean Truck admin fee. DMV will NOT renew your registration until it is complete.

One of the biggest misunderstandings is that CARB is requiring Clean Truck inspections of all diesel motorhomes. The reality is that California-registered privately owned, non commercial, (i.e. not a rental) motorhomes are exempt from the inspection process, but the owner has to request the Clean Truck Check Exemption form, which is emailed to the owner. They then fill out the form and attach five photos taken from specified angles, which clearly show that the vehicle is not a commercial truck. And submit the completed form. The owners will have already been required to register their motorhome with CARB and pay an annual $30 fee, otherwise their DMV registration will delayed as incomplete. Hope that helps.

It costs $50.00 a year, it doesn't matter if you drive a $250,000 Bentley Arnage saloon, a 30 year old clunker, or a 1978 Mercury Marquis sedan which is a classic car it is still $50.00. The reason given to not demand out of state compliance (because MH are low mileage so don't contribute much to the overall air quality) should also apply to instate MHs. One reason for the CARB check is to make sure nobody has done a diesel delete or to put another way, disabled the smog controls on the newer models of diesel trucks that use DEF to control emissions. Older MHs like the Orangevale couple do not have those controls nor does mine and it would be too cost prohibitive to put those on if it was even a viable option. So on top of my registration last October which was about $590, I had to pay the CARB fee and also find an independent tester and pay for that test as well which I think was $100 or $200 to do. Oh, and I had to drive about 75 miles one way over mountainous terrain to get it done because nobody around me had the equipment.

I was an owner operator of a crane for 20 plus years. When carb was put into place and started their ridiculous regulations, they said they were going after larger fleets and owner operators were exempt. Well, once they extorted as much money as they could from the larger companies they then decided it was not enough and went after the owner operators. I could not comply with their ridiculous regulations so they put me out of business. At that time it was understood they were going after over the road trucks and not diesel motorhomes. Apparently carb needs more money now and is going after the coaches (motorhomes). Soon they will be charging us to Exhale. After all, our breath is warmer than the Ambient Air Temperature and will contribute towards global warming.

We brought our sailboat from Nevada (where it’s registered and where we are residents) to Alameda to have some work done on it and because it was sitting in a parking lot in Alameda the county tried to charge us property tax. We rented the parking spot. We didn’t own the parking spot. Our boat was registered in Nevada where we live and yet, somehow, Alameda county felt we owed them money. Needless to say, once the work was done we took our boat home and will never patronize any of the businesses in their county. Well done guys. We can also thank CARB for requiring the non spill gas can spouts that spill gas all over the place too. Not only that, how is something like that regulated? Just buy and use regular spouts and replace them until the CARB cops arrive. Meanwhile saving gas and the environment! 🤣

The air used to be filthy. People complained bitterly when the lead was taken out of gasoline. Detroit's automakers complained that meeting the 1970's smog requirements wasn't possible, although Japanese car makers had it figured out. Etc,... What's wrong is that once a bunch of people get government jobs writing increasingly stringent regulations, they'll never say "Good Enough."

The central valley in CA, along the i-5 corridor, still has several of the top 5 cities as far as particulates and smog... which cause a LOT of lung disease, asthma, and more. $$Billions in crops are grown there too. The majority of this smog and dust is from millions of trucks on I-5. There's no rain for 6 months a year, which would easily wash away the smog, like in other states which receive rain year-round. The smog is so pervasive that it's contributed to diseased forests all along the west slopes of the Sierra, which contributed to seriously worsening forest fires. They have 20+years of data on these issues. So, in the interest of public health, they're trying to control the smog and ever growing number of trucks producing smog particulates.
