Nope! That should be an ability, the opposite of Snow Cloak. Snow Blindness sharply lowers the opponent’s accuracy in harsh sunlight.

Details: Opponents lose 1/16 of their max HP at the end of each turn while Frostbite Aura is active, representing the cold burn effect of dry ice. 30% chance to freeze opposing Pokémon that use direct-contact moves against the user. Frostbite Aura is suppressed if the opponent has abilities like Magic Guard or Ice Body. What's interesting about V-Create specifically is that it is actually coded and usable in the game despite no Pokemon in SV being legally able to learn it.
