If someone has an ISO 9712 certification from another country, is it accepted as equivalent to PCN, since PCN is just the British version of ISO 9712 certificate?

Mostly yes. It can never replace 100% but can be accepted.

I wonder why don't they accept Asnt certification!! Where is Canada it's in America correct?
