From personal testing it seams that the burn chance increases the longer you charge the golden spoon and will always ignite when doing a stealth attack. In fight it feels like a 10-20% chance to ignite an enemy on fully charged melee hit

About the fire damage: From the game files it seems as if the spoon has a 20% fire chance. Sadly, I cant tell the meaning of the other stats (Love you LUA...) But hey, its a spoon of gold.
