there is a circle underneath them when you're out of combat that indicates their xp and it slowly fills up, if you level them exactly the moment it's full I think it uses all your stored xp

In what way does r not work in low Elo? Even in cases where people don't proc the r, you're essentially giving them a mini tryndamere ult. Which is plenty valuable in its own right.

Zilean's passive puts a little pie chart underneath champions, that shows you how close they are to leveling up, so you don't waste the cooldown

The issue is that if I have 1000 exp stored and someone needs 1 exp, it shows a level up. I want to be able to know how much they need because otherwise I just wasted it for like none. So the only way is pay attention before they are in the range

Zilean is by far the most annoying champ in the game. Everyone thinks it’s teemo, shaco, heimer, etc. but zilean is next level. He has the second best slow in the game, decent poke, a stun, a super strong movement speed increase, and when you finally get through all that and kill him, no you didn’t. Now you’ve used all your cds to kill him, so you have nothing left over to fight his team.
