As u said it's not go n kill innocent ppl but who fight or try oppress. Here is the full verse and other verses followed regarding the same "And slay them wherever ye catch them, and turn them out from where they have Turned you out; for tumult and oppression are worse than slaughter; but fight them not at the Sacred Mosque, unless they (first) fight you there; but if they fight you, slay them. Such is the reward of those who suppress faith(2:191) But if they cease, Allah is Oft-forgiving, Most Merciful.(2:192) And fight them on until there is no more Tumult or oppression, and there prevail justice and faith in Allah; but if they cease, Let there be no hostility except to those who practise oppression.(2:193)

Talking of his accomplishments as a statesman, right before he left Mecca, he tried to make a deal with the pagan Quraish to get them to convert to Islam in exchange for military and economic power over other Arab tribes--tribes that, up until then, hadn't been harassing Muhammad at all. They rejected him, of course--but if they hadn't, Muhammad would've had to provoke a war in order to make good on his promise (see Ibn Ishaq for details on this).
