Property tax is the country telling you you don't own that place. No matter what they say, you're only a glorified renter. All home owners are glorified renters. Nobody owns anything under this system.

FACTS!! I was telling my dad the other day, even if you pay for the house the government owns the land underneath and you have to still pay property tax!! I’m thinking about living in an RV.. At least then I’ll only have to pay renewal fees..

Curtis Richardson no it’s not. Home assessments are not based on true market value. Market value can help steer an assessment but their is a formula written into the code of how a house should be appraised. If you disagree with an assessment it can be appealed either with or without legal representation. We are also not talking about 10 of thousands of dollars. Her tax was 1200 a year. After penalty’s and interest it ballooned. Why should we feel sorry for these dead beats who refuse to pay taxes.

honestly, if you managed to get a decent job in detroit, a bit of a myth but they do exists, and find a neighborhood that's still safe, also rare, but exist, you can actually have a pretty good life there in terms of saving money

She bought her home for just under $4,000, assuming the city had the value at 20x what she paid her property taxes are $1880 per year - that's the deal of the century!! She pays $6,000 in the first year then only $1880 per year after that! There is missing facts that Vice clearly doesn't want to share with us here, they want to present this woman as the poor victim rather then tell us the truth of the situation.

The city and county are stealing from Detroiters through over-taxation and seizures, but they are killing their tax base in the long run. The home values will continue to plummet, as citizens continue to leave the area. Eventually, the investors will bail on their properties too, as they will soon struggle to find renters or buyers. Corruption at its finest.

This was so sad. I bought my home when I was 67 and my mortgage has gone up drastically in the last nine years because they’ve reassessed and raised my taxes so much. But at least I still have the hope of keeping my home. My heart breaks for these people.

What a lot of people don't understand is that when you pay off your mortgage (if you was so fortunate). That was for ownership of your house. The taxes you pay every year is for your land and what ever your city may charge in fees. So many people will see burned out houses in bad neighborhoods and what investors see is land. The land your house sit on is actually more valuable then the house itself. All the investor have to do is wait until a major municipality situation turns around for the better. They can then tear down your house and either build another one and flip it or sell the land for thousands more. In Detroit downtown area has build up tremendously in the last 4-5 years. In that same area around Cass corridors was then considered one of the worst areas around almost like a small skid row. Now in that same area they built Little Ceasars Arena, new business and apartments. So the land that use to have houses on them, investors bought for$500 did nothing to improve the area but had enough financial capital to wait until the city turned around and sold that land for millions to build the new stadium or parking lots. Investors are smart many of them all ready know the city plans and work very close with elected officials so they know what area to target years in advance. This is sad but it's the truth and is happening every where.

People in the comments really dont get it. You shouldn't be taxed on a home at 10x its value because the government messed up. People in these communities dont have the resources to know how they can contest any of the tax battle. The city was falling a part for years. I have at least 10 family members in Detroit. My cousin bought her house for $3000 and is subjected to this bullshit. Have you ever had a credit card with over 20% interest? Now imagine that the company charges you interest on 10x the credit limit, when you only have 1/10 used. Tell me how f**ked that will make your bill.

This happened to my mom, but I was/am so done with Detroit, I simply moved her out of the state. In theory you could make a lot of money buy and renovating home in Detroit, but property crime there is so bad, that as you are fixing the place, the criminals are taking everything and if you move in and renovate and get it done, mostly the neighborhoods are so disgusting, what do you have? A nice house surrounded by urban blight. Nope. You can have the Motor City.

This makes my blood boil. I live in a middle class neighborhood in an area that's doing really well compared to the rest of the US. But slowly all the homes are being purchased by investors from New York and Cali. The problem is that they don't care how the property is maintained. Not all renters are bad, but they aren't the ones paying the HOA dues and probably don't even realize there are guidelines. So the yards are no longer kept, there are too many vehicles parked in the street and exterior needing paint, etc. Plus, if too many properties become rentals (non-primary residences) eventually new buyers in the neighborhood won't be able to get FHA loans. Altogether they're killing our property values. None of these investors give a f**k about anyone and never let them fool you otherwise.

They didn't put "lead" in the water. They used the money set aside to maintain the infrastructure on creating pension plans for themselves. They created no-show jobs for political cronies and taxed and regulated businesses until they left. They didn't underfund the schools, they just started letting the criminals and thugs have priority over education. They were always corrupt as in Socialist Democrats. Those people, as sad as it may seem, voted for the life they got. How much tax money did Obama give his Muslim brothers again? $34 Billion. That could have fixed up 34 Democrat run cities as far as infrastructure goes. Responsible and productive people were punished over and over with taxes and regulations so they left. It was called "White Flight" and blamed on racism even though it was the racists that put those policies in effect. If you stuff ballot boxes just because the politicians are black then you deserve what you get. Detroit used to be the Industrial Center of the entire world and now look at it.

I think you have things turned around: Woman buys home in a distressed area, and: 1) The government is taxing her at 10 times what she paid for the home. Naturally, although otherwise apparently a good citizen, she falls behind on her taxes 2) For her tax money, the government gives her water contaminated with lead 3) Her tax money likewise isn't used to provide anyone jobs (or anyone that could financially help her). 4) Nor is her tax money used the properly fund schools 5) Eventually, when the woman has built up enough debt, the government swoops in and steals her home from her, to sell to some other sucker 6) This other sucker apparently imagines that the woman would want to stay in her home that she owned and pay rent to them. Obviously, she has zero reason to do that, so she packs her bags, noting that she doesn't think she'll be buying property in the future. Meanwhile, the new landlords are left with an empty dwelling, because the city government has screwed the former occupant out of their home. The only one who wins here is the city government

The woman at the end learned the lesson - She no longer wants to own property in Detroit. Good for her. It's not just a piece of land with a building on it, it's a contract with the municipality that you'll pay whatever taxes they charge. If the municipality gets desperate for money, they're likely to try any dirty underhanded way to get it. Whether it's refusing to pay out pensions or refusing to accurately assess property values, they'll try to get that money somehow. You have to go into homeownership with eyes wide open - and in a place like Detriot that's run by wolves, you have to be a bit of a wolf yourself if you want to own property.

So she bought the home for $3,500 and even being assessed at 10X the value is only $35K which includes the value of the land. Since she bought it 2009 she has only paid $1000 in taxes. I pay that amount every 6 months on a house that size. She is 8 years behind on her taxes. Of course the city is going to auction it off to pay off her unpaid taxes.

If she only owes $1000 a year, that is less than the lowest property tax in the country, which is in Alabama. She had zero excuse for not keeping up with property taxes. Why would she be exempt from them? We all save our money ad pay them, we all make sure we have an escrow account to put money in monthly so our taxes are paid. She can't do that? I mean, $1000 a year is like $80 a month. Surely she could figure out that paying this is far less than having to pay rent?

Because it's better to have the property turn over to an owner that will start paying taxes. If they let you stay in your home without paying taxes then no one would ever pay taxes. It's really that simple. The new owner will pay the property taxes, pay income tax on the tax revenue, hire workers to maintain the properties etc.

Everyone saying "she made 24K a year, why couldn't she pay her taxes!?" Well...she had kids, and a mother to look after, and for a family of 4, the poverty line is $25K. It's clear that this lady wasn't spending her money on frivolous things. She had a family to take care of on a bare-bones budget. If some of ya'll actually watch the video, you'll see how the county and city purposefully have over-evaluated the property values to get themselves out of debt. If her home had been appraised correctly, I'm sure she would have been able to afford the taxes. This isn't an issue of someone who thought they were above the law, but rather someone who was trying their hardest to do what they needed in an unbalanced system.

But she didn't have to pay rent which most people living on the poverty line have to do. By not paying her taxes she is now putting herself into the situation of having to pay market rates for rent. She had 10 years to figure out the tax situation. She purchased in 2009. At some point, the clock just runs out.

@@NatashaEstrada You still have to pay home owners insurance, repairs, renovations, (such as the added toilet bathroom), etc. There was nothing to "figure out", because the taxes were rising every year. Once you got behind, you were behind with no way out. Fact of the matter is, the city is helping to push people out of their own homes through outrageous taxes because the city can't balance its budget.

Todd Abbot: The example they found was just stupid, this Judy Kelley. How can someone who makes over $2,000 a month loose a $3,000 house to taxes, even if they are taxing at 5x what the house is worth, which they are not? Her taxes could not be that high. Even if they assessed her house to be worth $25,000, she would still be paying only $600 a year or $50 a month, as Wayne County taxes at 2.35%. That is a very high rate at bout 2.5x national rates, but still she likely spend more on her cell phone than that each month. She owed so much because she likely just did not pay it until they threatened to take her house and then she just paid the minimum because the house was not worth it. If she was paying $600 a year and was 3 years behind, with interest she likely owed over $2,000, but they likely said if she paid the $600 for this year they would be fine, but the interest on the rest kept growing and growing for years. She likely kept doing this and now owes $21,000 and the house is just not worth that much. What makes this even worse is she paid for the house up front. She had no house payment. I'm just guessing, but I doubt she had insurance on the house either. But that must the the case for most of these because your insurance and taxes are escrowed into a mortgage by law. I live in Michigan too. I also work at home do to health issues and make far less than $2,000 month, but I still make my $585 mortgage payment every month. If I owned the house my taxes and insurance would be about $180 a month and my house is worth FAR more than $3,000 dollars. I am guessing most of the foreclosures are people unemployed or seniors on fixed income that are loosing their homes, but for some reason they interviewed this lady. I'm guessing she will likely borrow $3000 from her retirement and go buy another $3000 home and start the same cycle over, but now she does not owe $21,000 in taxes. And obviously there are still plenty of homes out there for cheap as her house sold for less than she bought it for. Likely they assessed the value of the house at $15,000 and her taxes were only $350 a year. How could someone making over $2,000 a month not be able to pay $30 a month. Sorry this was a horrible report.

Someone needs to tell these people they can request a reassessment of property value. Make sure they file for all tax credits. I bought a house that was involved a mortgage scam and it had an inflated value. I had it reassessed and taxes on it dropped by a 1200.00. Property values in Detroit are in the toilet and the taxes should reflect that. If your taxes say your house is worth WAY more than it is. Ask for a reassessment, and they have to comply. In some cases it will even buy time to stop foreclosure. They need a State Representative that gives a sh*t to step in and set up an office to help.

The housing market is becoming more irrational. I searched for what I could mostly pay out of cash. Without going broke. Within my city limits. They want $150,000 for a studio. Yet further in the less populated areas of my state. That same price could get you at the bare minimal: A one or two bedroom house. Decent yard. Better air quality.

I feel like it's some holes in this report. The women bought the house for 3,900. No where in their story did they say what the tax assessment on the house was they just use all these percentages. They said 10 times what she paid for it. Detroit got some high property taxes it's like 70.79 per $1000 of value. So the city value her house at $39,000. She would have to pay like $2761 in property tax a year. That's about $230 a month in taxes alone. Unless rent is low as hell in Detroit I don't see how this lady could afford to rent somewhere else if she couldn't pay the $230 a month in taxes to keep her house. I know she spent money making improvements on the house but she should have been able to keep her house if she can afford to pay rent somewhere else in my opinion.

Thats really not a good idea. Why do you think the home was only 3k? The prices arent based off of some foreclosure equation, there usually shit houses. Judy had to replace her bathroom and all the piping in her house. The bank will take whatever it can get and stick the previous owner with the rest of the bill. They can't lose. You just have to go around and look at some foreclosed houses to see, they're not all shit holes. They're just houses that people couldn't afford to make payments on. Any issues with the condition of the house will be directly related to that. If they can't even make payments, how could they fix/maintain it?

For those who missed it, they assessed her house at 10 times what she paid for it and then put up to 18% interest in top of your over assessed tax bill. Then people that don’t even live there are buying the houses from under them over the Internet who were able to buy the house for nearly the same amount she paid for it. I lost my home for $2700 I kept going downtown to the Wayne county trying to pay to get my home before it went into auction for a Whole month and they kept spinning me even Eric Sebree and this was before they put it on the auction list they could have took my money then and I would be still in my home to this day but instead they put me and my family out in the streets to this day I'm still struggling

I want to feel really bad for the woman screwed over and losing her home. But she only paid $1,000 in taxes total. That's hardly a commitment. Sorry you couldn't have an entire house forever for $3,000. Also, a valuation at "10 times" would still only be $30,000. I just looked it up, and $1,000 was probably her yearly tax rate. So all she had to pay to keep owning the home was $1,000 a year. Maybe that's unfair for a house she got for $3,000 but Jesus Christ, you will NEVER get it that good anywhere else.She makes $24,000 a year, $1,000 is nothing. That's $83 a month. She could have kept the home if she just paid $83 a month.

That’s only one tax though right? What about income tax? Then you have the cost of food, services, health insurance, possibly automotive costs, upkeep, she’s got a kid, she was supporting an elderly dependent, etc. On top of that there’s probably penalties building up for not paying so the $83 now goes toward servicing that. Now you might say buying a house wasn’t smart, but she brought the house when she could afford the tax rate plus she’s not got a lot of money for financial advice. $83 is certainly not nothing, it would be nothing if that was all she had to spend on her needs and the needs of her family members but it’s not. I mean and if she was the only one maybe it’d be easier to say she’s made bad decisions but this is obviously something effecting a lot of people in those areas and even if you put it down to bad decisions or whatever it’s still pretty concerning that all these people can’t or won’t pay tax to their ultimate disadvantage so you gotta go into more detail and see why this is and it’s because that income is just not high enough with other factors considered.

Vice please help me understand because I really want to be sympathetic. I looked up the tax on 40k Detroit Home. It’s 1290/yr. slightly over 100 a month. Why didn’t she just pay her taxes? Even if she disagreed with them we are not talking big money. I pay nearly $1,000 a month for my taxes. If I stopped paying them the county should also seize my house. Also, why didn’t she appeal her assessment. Instead of helping people buy back their homes why doesn’t that charity instead hire attorneys to file assessment appeals for everyone and reduce the tax burden that way? I just want to understand why the story makes out the unpaying person as a victim instead of a criminal?

max19116 Because it is a cumulative effect. We also have a city tax that most Americans do not pay plus the State tax that come directly out of your check. Plus our Energy bills are NOTORIOUS for not actually checking peoples meters but doing "estimates" on entire neighborhoods plus we have some of the country's highest state tax and the highest car insurance rates in the country because of a law that says EVERYONE must have full coverage auto insurance and on top of that "RedLining" witch means we pay a city tax on our auto insurance.

michigan has the highest property taxes of any state in the US, they're being overcharged. It's also cumulative, as Joseph Durham was saying. 100 bucks out of her monthly take-home pay (single, 1 dependent, 24K/yr) is about $1667, so it's ~6% of her income in that alone. It's just one problem of many, requires a detailed analysis to really convince someone though.

Judy was expected to pay less than 2,500 per year. In fact, she was likely only supposed to pay 200 a month in property taxes. That is nothing given she bought her house for $5,000. If she even had a house payment, which is unlikely, it would be tiny. If she had a mortgage her taxes would have been put in escrow by the bank. So her monthly housing cost would have been a tiny $200 to $250 per month.

i bought 2 houses in detroit. one in 2012 and one in 2015. the first was a HUD home for $6k. unoccupied, almost turnkey and in the southwest part of the city (considered one of the better areas) when i got a divorce, i gave that house to my wife.. the second i bought for $3,500. it was occupied and being sold by the owner. I paid another $1900 in back taxes and $575 in a delinquent water bill. it was off of 8 mile and gratiot-- a not so awesome, gang infested part of the city. I sold that house less than a year later for $14k. detroit is fucked up from the top down. yes, detroiters are generally some of the nicest, warmest and loving people i have ever met, but the politicians and the general "powers that be" that have that city and it's residents in a stranglehold. detroit is not "coming back" nor is it "better than it used to be"-- detroit is, well frankly, detroit. it will never change.

but you could have ownership for relatively little money. do you consider yourself lucky at all to live in a city like that? I come from Canada where ownership of a house is a million dollars in the top cities. Not for a mansion, but for a home like the ones in this video. people make a 100k a year are dirt poor paying a million dollar mortgage and 7k in property taxes. I wonder who has it better? Many of us are jealous at the the ease on which to buy a home in detroit. even with paying the property taxes. do you find that those who make 100k a year live like kings? or are those kinds of jobs hard to find?

This reminds me of the small town in Missouri I grew up in. When I was a kid 15-20 years ago, it was a pleasant little town. But less than 2 decades later, almost the whole town is boarded up. I remember that when I graduated high school I learned that over 70% of students, myself included, were on free and reduced lunch programs.

Here in New Zealand (a long way from Detroit, I admit) even back in about 2009, the cheapest stand-alone house in the cheapest suburb would have cost you NZ $ 250,000 . (Yes that's correct, quarter of a million, and remember you cannot just walk away if you get behind on the mortgage here, the debt follows you even after the house is gone !). Here we pay a combined "council rates" which includes the equivalent of property taxes and public school district fees, and includes the charges for un-metered water, drainage, sewerage, rubbish/trash and recycling collections, as one fixed fee. It's calculated on the value of the house . Annual Council rates on the cheapest houses would be about $2,000 annual (so close to $40 a week). Very few people in New Zealand lose houses due to non-payment of rates for many years. Local governing councils send many many reminders before finally starting action on court ordered sales. That said, many years ago, I do remember seeing on KZbin some smiling Detroit city council official, admitting they they were happily taxing people on houses which they assessed value on at $60,000 while he admitted on camera that the houses were only genuinely worth about $5,000 or less . Given that it was on-camera, it's almost surprising that the Detroit City Council and their valuation staff weren't busted for tax-fraud (ie for knowingly charging too much tax).

Thank you for this report. I also live in Michigan. Northern Michigan. Way northern and...they do the same thing here too. This gave me the...anger? to make phone calls and MAY be on the way to get the new "assessment" that I am now taxed on to be fixed. I hope this helps other folks too. Thank you and I pray for those folks losing their home. I swear to God and all that is holy, if I win the lotto I will bet out the investors and give those people their homes back. People have lost their minds.

You are right, but you also have to realize most people won't appeal over assessment or even care about their tax bill. Once the appeal period has passed, usually 1 year, then the bill is generally locked in forever because it moves into tax lien. That is why if you get a mortgage today the bank will demand they handle the tax escrow and insurance escrow for you.

sayiddah bey my home was over assessed I paid two grand for my home. My taxes were 1800 per year I struggled and paid my taxes. If people weren't doing dope and buy stuff they didn't need they could pay their taxes.

Tears, sad story, and dead grandma aside, the woman paid 3,000 dollars for a house. She should have plenty of money to pay her taxes no matter how much they were. Considering she paid only 1000 out of 23,000 she is more than in the wrong. This is about business not your emotions.

Ryan Brown It doesnt matter if the county gov't is controlled by Democrats or Republicans because the property tax rates will remain the same or even increase no matter which party controls the county govt. Only way for those property taxes to decrease will be if the property owners of said county support and approve an initiative to lower the property taxes. Also you must keep in mind that lowering the property taxes could lead to a shortfall in the county budget to pay for county infrastructure ( schools, bridges, roads, hospitals, salaries for county employees, etc).

Idk how it is in Michigan, but in Florida we have 3 protections against things like this. 1) Homestead Exemption: reduces your assessed value by $25k, lowering property taxes. 2) Save Our Homes Exemption: maximizes the raise of property taxes from year to year at 3%. 3) Petitioning the Property Appraisers’ Office: hire a private appraiser/lawyer to present your case to the Office. If your appraiser can prove the valuation isn’t correct, the value of the home will be lowered to its actual fair market value.

This is bullshit! The city's bankruptcy shouldn't be forwarded to the residents with over assessed houses!! Are you serious?! They really tried everything to get out of debt. This was not a smart choice. I feel awful for the people who lost their homes. This is not fair! It's not fair to anyone!!

so, $3k for the house, $23k for the land taxes over 8 years including interest late fees? That is about $200. per month??? wow.. that is the cheapest rent I've ever heard of for a private residence. Sounds like paying her housing costs are very low on her priority list to me..... on the other hand, sounds like your elected officials are totally removed from the local housing crisis or one of the tax lien competitors. I've been to detroit... got to be one of the worst areas in the U.S. that person could choose to live in. It looks to me like the tax lien scammers have turned it into a waste land by paying the liens and reselling the homes in "loan packages".... yes, another RE scam that goes on there....
