Lecturer got the process for amending the US constitution a bit wrong. An amendment may be proposed by congress, but must be ratified by 2/3 of the states.

You can not change law by judicial fiat, but a decision by the SC regarding a law may be the basis of an amendment introduced by Congress,

Medyo meron po yata kayong nilaktawan na ipaliwanag patungkol sa “safe and useful exercise for the benefit of the body politic.” Hindi pala benefit sa people of the Philippine island, kundi sa body politic. Tanong lang po bakit nilagpasan nyo po yon at hindi nyo na ipinaliwanag? Salamat po.
