Absolutely, and his development was well written. It would have been very easy to just have some single event jump him up from being the EMH, essentially incapable of interacting on any level except medical topics, to a fully realized character but, instead, they did it so gradually and realistically. That gradual development from machine to man was the best thing about the whole series.

"The Borg, the hierarchy, it's all the same to me: just another bully, who didn't know when to back off...!" I love it. Everything around this scene is perfect. The mimic, the background music. One of Voyager's brighter moments! It's just the same feeling like in Dark Knight Returns, when Batman tells Superman that he hopes Superman remembers his defeat. I love that kind of emotion!

Picardo is the strongest actor in the whole group. When the series started I didn't like him much... very one dimensional. By the end, he was my favorite of the group. Great acting range. Great character development.

I think that was the point, he was playing a hologram, and not meant to be very much more than one dimensional. As the Doctor evolved, (and added more personality subroutines) it allowed Picardo to shine.

Being an AI, the doctor gradually evolved via the bio neural circuitry and B'Elanna's realistic family holodeck program which gave him a human reference and made him into a fine crew addition. I wished we could have seen more of him commanding the Voyager as he would have been an excellent Captain. Thank you Robert Picard, you are one flexible actor.

I love how the French horns come in with the heroic theme at the moment when the Doctor rises from the chair and strides forward, truly as the powerful captain of his daydreams and brilliantly improvising to save the ship!

Phasers, as particle weapons, could deliver more energy, but also have a different firing process, more like a phased array radio emitter which emits more energy before fiering. So, lasers could be a less detectable first strike weapon.

I particularly love how the Overlookers seem relieved as well. Between the fake intel they got from the doctor's dreams and the real doctor's superb acting, they were really hoping they wouldnt have to pick this fight, and were so relieved when the hierarchy suggested they retreat.

The Doctor is supposed to be based on an old medical school instructor the main subject-matter expert (SME) who helped designed the program had years ago. He's distinctly unfamiliar with starship operations and command, BUT has a key asset all successful doctors do -- he has high self-regard and hates to lose.

😂😂this episode is so funny! The Doctor was so funny sometimes. In the beginning he had the personality of a board but as the series progressed I adored his personality. I’m a lot like him at times too. Has anyone read “The Hologram Handbook”. It was written by Picardo himself and he talks through the Doctor throughout the entire book. It’s one riot! There was one scenario when he was talking about the whole C/7 relationship. He says: what does Chakotay have that I don’t have? Besides more hair?? 😂😂😂 I was dying!!! Hilarious read!

What helps tremendously to sell this bluff is that the Hierarchy goons had "seen" the photonic cannon in action in the Doctor's fantasy, and believed it was real. But Picardo pulled off the intimidation with aplomb.

Principally since photonic matter can be projected in whatever form one likes, it could hurl kinetic impactors at as close to lightspeed as they feel like... as many times as they want.
