Am I correct in understanding that the reason we do a negative integral for E dot dl is because we're assuming its a point positive charge being pushed from b to a with the equivalent of an equal opposing electric field force (thus negative E in a sense)? Otherwise I'm completely confused by this part.

That is by definition. Since the direction of travel is opposite to the directoin of the electric field, the negative sign is needed in order to obtain a positive potential difference.
