I think Guinan probably runs 10-Forward partially as a private business and it's tolerated as a novelty. As for how they have money to pay her? It's established that Starfleet does give its personnel money for dealing with outsiders... for instance, on DS9 they all have a decent amount of latinum to go to Quark's, the Klingon restaurant et al. So yes, Guinan will replicate you something if you feel like being cheap, but she'll probably charge you for the real stuff.

You’ll never look at your hairline the same way again. It is good to know that not only is Sir Patrick Stewart just absolutely wonderful and some of the quips that they wrote for him on the show. But even in real life he has a really awesome sense of humour and I think that’s what makes him great. Well, one of the aspects of word makes him great. Cultured, absolutely sexy, the accent is just dreamy. So I guess I would love to say that Patrick Stewart is the full package, MEOOOOOOW!🖖🏽😉😘💖
