Bones228 They aren’t even police officers! They are what we refer to as the “plastic police”, the Police and Community Support Officers! Basically, civilians in a uniform, hired on the cheap (paid less than a junior/rookie police constable), to do the jobs that the police are supposed to do, but can’t be bothered to. They have no greater powers than any other civilian. They have no powers of search or arrest. For that they have to call the actual police! So they are not only a waste of tax payer’s money, they are a waste of resources and man power. I always wonder why these people who go around pretending to be the police, don’t actually join the police force and be done with it!? They’d at least have a modicum of credibility then.

Ask them, "Am I being detained"---- If they reply, "NO"---- Tell them, "Goodbye." Any further interference with your LEGAL RIGHTS to public photography is police harassment, and they can be taken to court. As for the guy coming over from the building, standing in front of the camera, then complaining he doesn't want to be filmed, well, that's just plain DUMB, I hope he's not in charge of anything more complex than cleaning toilets in there?

PCSOs have no authority to arrest anybody. They don't have warrant cards. Real police are called 'Warrant Officers' because they do have warrant cards and they can arrest you IF they have 'reasonable cause'.

Its called The Misrepresentation Act. All Constables breach it almost daily. Enforcing legislation is NOT the duty of a Constable. It is defined in law as "A duty performed on behalf of another organization". Failing to inform you they are acting on behalf of another organization is fraud and misrepresenting the Office of Constable who's duties are "To uphold the law and prevent a breach of peace". Nowhere does it say a constable should enforce legislation/statutory instruments/civil contract obligations.

Passing the test is a failure. Passing the test might indicate you are capable of rational thought and might know something about rights and laws. That would immediately indicate you'd be useless as a police officer, pcso or constable. I'd recommend applying to the council for a street weeping job if you pass a police test and get disqualified from joining for doing so.

A special is a warranted officer with full constable powers but works for free, a PCSO is a full time job also with a range of powers, not as many as a constable but enough to detain suspects and get the job done, despite what people think

There is no law stopping anyone filming in a public place, so if you are on the streets you can film without asking permission - the Metropolitan Police's own guidelines (adopted by all police forces in Britain) make clear that “police have no power to stop them filming or photographing incidents or police personnel”.

A bunch of years ago.a group of architecture students and photography students here in Worcester were photographing buildings for a competition a pair of West mercia PCSOs tried to arrest them for every thing from terrorism to public order , one of the candidate buildings was worcester police station ...it didn't win in fact it came 12th out of 12.......is it not great to see that care in the community did work , here are two who found work because of it

He has more patience than I would, I'd have blown my top. Shouldn't they know the law, seems we have to know it to educate them. All the best.

Lol You can't educate them. You could stand there all day reading Acts of Parliament, Human Rights,Case Law and Laws to them and they'd reply every time "no it's not". I did it last Friday when stopped in Scotland for "A documents check" (Legal in England and Wales but not in Scotland). I read out Scots Law to him quoting my "Right to go about my lawful day to day activity without let or hindrance by those in authority". He just couldn't grasp the concept the law restricts his ability and opportunity to use his power on a whim. I actually had the law book in my hand and was quoting directly from it. He insisted it didn't count because the legislation said he could.

I am very sure that these two PCSO's have really good intentions in giving their community something back and generally doing some good. It is entirely NOT their fault that they have been sent out into the community with very little of absolutely no training. The fault lays with their management fair and squarely. They seem like two very nice people thrown in at the deep end, and trying their level best to do their job. I feel really sorry for them.

Don't feel sorry for idiots, they would send you to the showers in a heart beat, these were the 1939 camp guards type pushing women n children into cattle rail trucks, they are not your friends, they clearly do not know the law they are supposed to enforce, they tried soooo very hard to get a reaction escalate from an INNOCENT member of public so they could assault this INNOCENT guy, the di.. CK. Even went with the why are you being hostile that normally tells us your guilty angle, the d...CK was the only one being hostile, well come the day .

As someone who survived a bomb blast in London some years ago from a bloke innocently parking a lorry, I totally agree with you. Some use this platform to express biased perspectives before pragmatically considering the realities of cause and effect. Police and security companies are on high alert and for good reason, as for human rights, ask the victims of crimes committed by lone individuals. In abnormal situations it is normal for people to act abnormally. Kind regards Tim

The PCSOs and the police should have instant contact with an impartial solicitor or some other legal body that can interpret the law. It would save time and money especially for instances like this and bailiffs and every other body that think that the law is there to be used for their own ends.
