The thing is Pixar often doesn't make villains in a traditional sense. A lot of their "villains" are just lost souls, deprived of love and appreciation. They aren't evil for the sake of being evil.

Who would be most evil? Darla doesn't know what she's doing, so she's a threat rather than a real villain. I guess it could be the anglerfish or the jellyfish? The anglerfish is literally designed to lure prey to them and we don't hear it talk but it probably has a brain and jellyfish are almost entirely made of water and I guess venom (the venom is automatic when the tentacles make contact with something)

Now that Soul's out, the villain Terry needs a spot. He's among a race made from quantum energy (or something), and comes equipped with the ability to send humans straight into the afterlife. However, his main goal was recognition (possibly implying he doesn't have a high status in his realm, or at least the others don't care for status and everyone just does their jobs) by fixing the single escaped soul that was Joe Gardner. After he gets recognition, there's pretty much no threat from him. Terry's primarily comic relief I feel, only successfully bringing the characters back to the Great Before near the end but otherwise nothing of significance as opposed to any other villain. There is no manipulation, social power, or evil goals as opposed to anyone else. So in raw power, Terry's top tier, but as an actual threat he's low (even the dinosaurs on the list did more)... eh, mid-high at best.

Despite Hopper and Lotso being two of the most evil and sinister villains in the Pixar universe, their crimes, purpose for villainy and / or weapons just weren’t enough to rank them the most powerful villains out of all Pixar villains. Hopper is evil and malicious because he demanded a large supply of food from Flik and the rest of the ants and when they failed to double the offering, he resorted to harming the entire colony, not just Flik, but also Dot and The Queen. He is too obvious to the fact that there is a greater number of ants who can easily outnumber him and his gang. Not to mention that he has a ridiculous phobia of birds, which are his only other weakness besides the scaredy-cat personality of his own gang. Hopper also does not have any kind of weapons to take down the ants nor the circus bugs, therefore putting him in the gray area of all Pixar villains. Lotso, on the other hand, is simply evil and the most vile of the villains in the Toy Story franchise because from his perception, if he couldn’t be loved by his former owner, Daisy, then no toys deserve to be loved at all. Lotso not only wanted Andy’s toys and the Sunnyside toys to get hurt, he wanted all toys to suffer as much as he did because he got replaced by Daisy. Barring the flashing trucks and the monkey on camera security duty at the campus, Lotso’s only other weapon is none other than his cane. When Andy’s toys arrived to Sunnyside amidst Woody’s warnings and corrections, Lotso was using that cane to make Sunnyside look like a toy version of a retirement community for senior people. In the climax of Toy Story 3, Lotso loses the cane when Big Baby throws him into the dumpster, not only for his disrespect and deception towards both Andy’s toys and his own Sunnyside minions, but also for taking Big Baby away from Daisy, even though only Lotso got replaced. Therefore, Lotso has also lost the trucks and the security monkey since his plan was smashed into pieces. And no, refusing to save the lives of Andy’s toys when they were headed towards a fire at the dumpster does not count as a power. If anything, all this goes to show that even some of the cruelest villains in the Pixar universe don’t always turn out to be as powerful they might seem. I’m saying that because the Toy Story franchise and A Bug’s Life are my favorite Pixar movies. Somehow, I feel like those movies have a great amount of conflict from beginning, middle to end.

Onward didn’t really have much of a mainline antagonist. I feel like this is the reason why the curse dragon was excluded, and the same for Darla (Finding Nemo). The dragon would probably be somewhere near Chick Hicks, and Darla would be closer to Sid.

Gabby gabby isn’t a villain, she’s just sad she doesn’t have a owner, no real friends at second chance and she was broken right out of the box, she is nice to woody after he does a good deed, then we don’t see her after she finds her kid
