Good question. yes, you are right some flames do contain plasma and some do not. It means that every gas contains free electron and few ions but yet not every gas is a plasma. In fact, flames at lower temperature do not contain enough ionization to become a plasma . On the other hand, a higher temperature flame does contain enough freed electrons and ions to act as a plasma. yes, a wax candle has a flame that burns at 1,500-degree Celsius which is too low to create many ions. so it's not a plasma.
