Dragonite is obtainable, actually. Only with the Super Rod, which you get after the main story is complete. In the dark blue spots of water that show up randomly, use the rod. There's actually a 1% chance of finding Dragonite. I've found one, it was at Level 50.

@LlamasInYourCloset if you've played Majora's mask as religiously as I have, it's pretty easy to pick up on the tune here. It's the song that plays in the background of the town theme on the final day. Atleast 15 other people have already noticed it, so it must relate to Zelda somehow ^-^'

@fkthlf Actually, you can catch dragonite by rod, and I knew he was telling the truth. The joke is this: I said that you could catch a magikarp there (magikarp being incredibly worthless [unless evolved] and usualy common throughout every generation) but you actually cannot. He said that you can catch dragonite (dragonite being one of the best Pokemon in the series, and before this generation, unobtainable by catching [only obtainable through evolving])
