I just attended a topic lecture with the people who were apart of the topic selection committee as well as Curtis Shephard through Ad Astra Debate. They are worth checking out as an amazing resource for any coach. They all seemed to agree with the idea that Security Cooperation is a term of art. That said, they seemed really excited to see how the debates playout in round as far as what judges buy when it comes to sec-coop and suggest that both could be true.

I have a quick question. During cross x, and if I ask the aff who is their actor/agent, and if they say That their actor/agent is nato, instead of the dod, is that good or bad, and what are the problems with having nato as the agent/actor

I think that makes them mega not topical, because NATO isn't the actor of the resolution. I say that definitely means they link to T-USFG

Glad to hear it! Unfortunately the cap K is not really my Forte, despite its popularity. I would suggest watching videos on cap from the Latin America topic, or maybe from Last years college military commitment topic. I think the most important thing is explaining that NATO is just a prop-up of the U.S. military, and the U.S. DoD is just a defense mechanism of capitalist interests.

The bioterror Aff would basically argue that NATO is unprepared to respond to biological threats so we should cooperate over biotechnology to research and develop biodefense techniques like early detection, rapid response, vaccine research, etc. I haven't read too much into the negative literature for that Aff though.
