Eva you are missing the mark with the national insurance contributions analysis. I am a tax analyst for a big law firm. Employers used to pay 13.8% secondary NICs on employee's salary >£9,100 PA. Now they pay 15% on employee's salaries >£5,000 PA. Therefore the change does impact those who hire people on minimum wage, proportionally more than those who higher employees on higher salaries. Before considering minimum wage increases, or the change to employment allowance (the latter doesn't impact anyone but the smallest firms). Let's say an employer has one employee, on £100k. They'd pay £12,544 in NICs before, and £14,250 now. A 13% increase. Compare that to one employee on £20k. They'd pay £1,504 in NICs before, and £2,250 now. A 50% increase. Therefore, if all your business does is pay people minimum wage, your NICs bill has gone way, way up compared a more generous employer. That said, I don't think we should structure society around making it as easy as possible to pay people next to fuck all, and I also wish people who exploit their employees with low pay would shut up whinging.

Question is if the employees like being part time or not. If they'd mostly prefer to be full time.. could be a benefit for employees by closing the loophole

As i understand it the Radio 4 caller / Business comment on the NI increase is factual, Companies with a national insurance bill of less than £100,000 a year can be exempt from paying the first £5,000 of employers' national insurance contributions under a programme called the employment allowance, therefore if your overall NI bill is more than £100k which is quite feasible for a pub you will be liable for the full increase in NI as well as the minimum wage increase. Admittedly the scheme is potentially cost neutral at best for those smaller businesses with an NI bill less than £100k.

@12:32 well I am a tax expert. They're reducing the secondary threshold from 9100 to 5000. So previously, no ERs NICs would be paid on this, combined with the increases to min wage, now tax is paid on a junior employee doing c. 10 hours a week, whereas previously it was about 20 hours a week. So for a pub group, those students that work a couple of shifts at a weekend now pay tax, whereas previously they didn't. FYI, all payroll costs are costs ultimately paid by employees.

11:21 medical cannabis is ALREADY legal and as with all prescription medications, it is ZERO rated for VAT. It's recreational cannabis that needs legalising and taxing. Not that I'm a fan of regressive (indirect) consumption taxes like VAT which ought to be abolished and instead compensated for by direct taxation IE income, capital gains, inheritance and corporation taxes.

I suspect that that is because admitting the obvious plausibility of those concerns conflicted with business/career interests.
