Mines has the same problem but I don't have a headlight... I'm going to work on it when it gets a little warmer out.. Hopefully the first part is the problem. If it's not what would u have checked next?

Check the oil alert ⚠️ it could be bad... possibly low oil.

So I guess the light bulb was acting as a fuse with it wired into the light and when he jumped it the bulb came loose and the “fuse” was lost which killed the connection for the oil sensor??

I'm not understanding this. It ran but wouldn't throttle up after you out the linkage back. So you unhooked the headlight that was hooked to the low oil solenoid. So was the headlight grounding it out and killing it when you have it throttle. ??????? Mine is doing the same thing but I have the factory engine on mine and it has a charging system for the headlight that works. It runs fine but wont take throttle at all. Carb is spotless. Throttle and linkages are fine. Ik not sure what it could be. I know it's not the key because it runs so didnt jump time. Could be valves? That's the only logical thing I could think of. Idk

I have no idea why it was wired to the light it was shorting out through the light. Have you tried disconnecting the kill circuit ?

Check the governor linkage, make sure it's not stuck.

Check your fuel system, fuel quality, and flow. Condition of carburetor? Air leak at intake? There are a few things to look at. Sorry about so late getting back to ya
