He said per say, then explained how they ARE, in fact, a danger if challenged. Meaning they believe, probably because he was broken free in a gun fight, that they have some support and plan in place. Which means they PROBABLY wont be looking to hurt innocent people. That will attract attention and leave a clear trail faster than anything else they could do. Chances are they're only gonna hurt someone if they need something and the person refuses, or some one ID's them and they want to keep them from speaking. Obviously escaped prisoners are a danger to the public, but there's no indication or need for them to randomly attack innocent people for no reason. The goal is to be free as long as possible, not cause as much damage as possible. Again, that gets police contact faster than anything.

it's unlikely the public is in any danger at this point. He had help and I'm sure will have food and a change of clothing so he won't have to try and live in the woods scavenging for food and a change of clothing so now it's just a matter of figuring out who the accomples is and tracking them.
