Please don't cut into old propane tanks. It is usually fine but people die and get injured from this every year

He filled it with water to prevent any issies, im sure he knows what hes doing

I filled it with water with the valve still in it. Then left it upside down in my yard for about 4 months. Removed the valve, and filled it with water 2 more times before I started drilling, grinding, or welding on it. I understand the risks involved, and was as safe as I could be. Appreciate your concern though.
