Typically the diversion of water from food crop to fuel crop is part of the assessment practice. Further, petrol or diesel or pure fuel source also needed to separate ethanol from fermentation slurry. AFAIK, Brazil capped ethanol at 20 percent and US at 10 percent.

Ethanol is sold by Government in their TA$MAC in various forms at around Rs 1000 per litre How do you expect them to substitute for petrol which manufacturing cost is around Rs30 per litre
