The reason why Biden keeps on saying tht he prefers personal sanctions on Putin and his Kremlin team over economic sanctions on Russia gives u the answer that dollar ( US WMD ) is no longer traded or available in Russian banks for exchange and are not at all flowing in Russias business sectors seen before . The Western economy is based on GROWTH otherwise it goes into recession. The Western "Democratic" economy has grown since WWII because it expended in every country. I suspect Russia has stashed enough high tech components like Semis. Rest they can get from China. Still, war with Ukraine is not worth the cost. It is a poor country with corruption, etc. Nobody is stupid enough to invade or nuke Russia. Russia would better off getting rid of the crooks inside. Invest in their economy. Be rich like Norway.

Clearly Russia feels (contrary to International law) that it is ok to invade and occupy a sovereign state.
