I just bought new bearings for my kart like you did and I noticed out of the box they don’t spin very easily. Do I need to grease them before I put them on my kart?

What I typically do is run the bearings as they are to try to burn some of the grease that it is packed with from the factory and then towards the end of the test day or Race day, use a tri flow or similar bearing lubrication.

To get my rear axle to spin freely I have to align the two bearings so the axle slips in without out percussion persuasion. In order to get the brake rotor and especially the chain ring hub to move easily on the axle I have to loosen the bolts holding the rotor and chain ring to their respective hubs. Is this normal?

Yes, that is normal, moreso for the brake hub than the sprocket hub. Typically, when we go to move either the brake hub or sprocket hub, we have to loosen the respective bolts on the hub to make the whole assembly loose to get it to move freely.
