Apparently Alan Moore had to make Rorschach because he couldn't get the rights to Question. No doubt about it after watching this. They even look the same under the mask.

When I first watched Watchmen, I couldn't stop thinking about how much Rorschach was like the Question, I knew it couldn't be a coincidence, so I looked it up and of course I was right in my assumption that Rorschach was based of the Question.

In fact, the Question was one of a number of characters who originated in Charlton Comics. When DC got the rights to Charlton's characters. the plan had been to have Moore write a story in which the entire Charlton universe was destroyed, and select characters transferred to DC. He took his time, though, and most of the characters got brought into DC anyway, so he had to write expys for them all. Captain Atom became Dr. Manhattan, the Blue Beetle became Nite Owl (complete with an original Nite Owl who'd died before our story begins!), the Question became Rorschach, and so on.

In the comics he was originally a news reporter for some place called Reed City. One of his closest allies (IIRC) developed a chemical that could cover one's facial features when applied. The Question would sneak away before battle, put the chemical goop on his face and activate a trigger in his belt that would release a catalyst gas to activate the clay... goop... stuff. He doesn't actually morph.

The Question was created by the legend that is Steve Ditko, for Charlton comics (alongside such characters like Blue Beetle, before DC bought them). Alan Moore wanted to use the Charlton characters in one big crossover story, but was refused.
