I believe quicksilver can bend time, he is moving at superspeed while in superspeed. No other speedsters do that, they only slow down their time perception when they're running

Flash is quicker technically because he is the speed of light where quicksilver is the speed of sound, but I think quicksilver can also control time to some extent so quicksilver is more powerful 🙂
