It makes some sense really. The base game has more control over how the guns function then VR does, and in VR you can move in ways that are not possible in the base game and do things you can't in the base game. Regular CS:GO relies on a person being able to quickly align the cursor where their eyes are with their wrist and expose their characters body needlessly at times. In VR, where you are shooting is more about how your whole body is working more than your eyes and wrist, and you can do things like blind fire or lean. Just some examples.
