Not just that, but let's be real, Garp & Sengoku don't just possess basic ass conqueror's haki. They have the advanced shit for sure. You need that kind of power to go toe-to-toe with the likes of Roger, Whitebeard, Shiki, Rocks, etc. Those 2 are legendary for their strength. They basically carried the Marines after Kong's retirement, and before the 3 Admirals rose to power. Sengoku should likely be placed higher, at least in his prime. If he used it I think it would have said so in the latest Vivre Cards, just like it got updated for Garp, since this was the first time we have seen him use Haki post-time skip where its use is visualized with lightning. 3. Kizaru, agree. 4. Old Garp, I agree, but it's tough to scale him because I believe Kuzan held back. And Garp was also fighting other BB commanders. He got stabbed through the gut by Shyruu so it wasn't a clean 1v1 by any means. He also had to protect people. 5. I would have Fujitora here. I think his elite Observation Haki + SG blade + gravity powers are a really good matchup against GB. And I don't take him getting injured against GB that seriously because I doubt he fought back. I see so many people put Garp above Akainu. Well, Akainu is the strongest Marine right now. He's gonna be a big obstacle in Luffy's way and if he was on Garp's level of strength, Luffy would've had no problem with him at all. What would be the point to save Akainu till the end only to have him defeated easily by Luffy? It wouldn't make any sense. To create some tension and challenge for Luffy, Akainu has to be the strongest Marine. If he wasn't, there would be no point in saving him for this long. Just like Oda is saving characters like Shanks and Mihawk, there's a reason why he's saving Akainu as well. I agree with most of the list with the only changes i would make being putting Sengoku>Fujitora and Greenbull; they have very good hax on top of stats to back their titles up with Armaki shrugging off Yamato's blows but compared to Sengoku's stats that are stated in the tiers of Garp, Roger and Whitebeard on top of his budha form they fall short. Probably 8th strongest, depending on if you want to include Kong or Zedd. If so, then likely 10th. Shiryu is also up there.
