Its explained later on but Reanimation jutsu requires 1. a living body 2. some dna from someone dead the body tissue links the soul to the living body making it possess it. ps- the soul needs to be available in the netherworld, i.e. it cant be sealed somewhere like the reaper's belly. so gaara who isnt dead, cant be reanimated.

Allied Shinobi Forces - A bit over 80,000 Shinobi if the kage and commanders are included. Villians - 100,000 White Zetsu + the Reanimation shinobi (dunno how many there are). If it isn't for the fact we all know that at some point Naruto and Killer Bee will join in (we all know they will because it's obvious), the Allies would have completely screwed. But because Naruto is the MC and the Child of Prophecy, we know that whenever he joins in that the Allies will win. That's how the formula goes after all.
