Vanaspathi is the best to get the crispiness. but if you don't get it, use margarine or butter.

Several factors make the samosa very hard: 1) You overcooked the samosa in the hot oil. 2) The dough you mixed did not have enough dalda/butter/water. Hence dough became too tough, which led to a tough Samosa when fried. 3) Combination of both problems. 4) You baked it. Baking it makes it a bit harder and dry as the oven will dehydrate it while frying in oil makes the samosa crisp and moist.

Never heard of any restaurant selling Samosas in my city. All the places that sell them are either chaat shops that restaurants hire to give chaat items to their diner or they are simply bakeries or road side stalls. Never seen any restaurant make chaat items inside their kitchens. Must be a big city thing.
