Not dumb. Those up strums happen on strings 1-4

You can still “strum up” but just don’t hit the strings. Then you are ready for the next down strum.

At what point do you change cords with just charts? i have many songs I want to play but can't find to place the chord change.

I usually listen to the song and figure it out that way. Inside my membership, I do provide pronounce of songs and right in the chord changes with the lyrics.
